Sony's answer to Playstation Home on the PS3 is being released for the PS Vita. It is a free to play app where the point, seemingly, is to build your friends list.
Some of the features on the Playstation page are:
Connect with new PSN friends through the network, Facebook, and Twitter
Build your town area with help from friends and by using items you find-in game
Enhance your experience with hundreds of DLC items available via purchasable coins in the in-game store
