In North America the release date is September 10th. In Europe and the UK the earlier release dates are now September 4th and 6th respectively.
The US preorder package offers double XP for 48
hours and also an “In game cash bonus.” The second perk gives you a heavy
firepower weapon, called the ISA M224-A1 Light Machine Gun.
If you’re in Europe, seems like you have to make a
tough decision: you only get the double XP package OR the Machine gun option.
