Nobody really knows what "Rising Phoenix" is. Some speculate that this is a tie in book which usually accompanies an Assassin's Creed title.
However some say that this is a sequel to Assassin's Creed 3: Liberation for the Playstation Vita. Ubisoft have previously hinted at another PS Vita Assassin's Creed game due to Liberation performing well in terms of sales.
Remember that this is just speculation and nothing has been confirmed.
