Higher player caps in MP is definitely possible, like anything else it just takes time & money.This was tweeted after Nihilistic claimed that the low player cap wasn't due to hardware or O/S, but just a "decision" that was made:

Well, now we know that they were either cheaping out or they ran out of funding. Either way, it was probably obvious that it was going to be about monetary values, and that they would want to spend as little as possible.
Not surprising. Look what they did to resistance. And don't expect No map updates smh . What a load of crap out of all the developers sony got these guys . This game should hsve been worked on a year in advance .
Well apparently they are deciding to stop making console games and are going to be making mobile games
I gotta say their tweets make sense. The Vita being in its infancy still, does not have the consumer support that most consoles have 2 years into their lifespan. Hopefully we don't have to wait that long. As soon as it becomes finanically feasible to dedicate high traffic servers for Vita games we will see larger MP capacities. On the plus side, it is good to know that the Vita isn't limited in this regard due to it's hardware.
