In an interview with Matt Webster (the executive producer), it was revealed that as you progress throughout the multiplayer mode mechanical updates can be unlocked in online races consisting of new wheels, suspension, engine and bodywork

"One of the most frequently asked questions about Criterion's upcoming reboot of Need for Speed Most Wanted is whether or not car customistation will make it into the game. After all, obsessively modding your car was an integral part of the original Most Wanted."

We need good racing game cause Ridge Racer was a let down (not including Wipeout) as long as the game has a good story, full customisation on cars, decent graphics and smooth gameplay, I'm adding this to my vita collection :)

That's good news. It would be stupid if there car customisation wasn't included. It's intriguing that Webster used the adjective 'obsessively'. I wonder how deep the customisation actually goes. I would love to be able to force mod cars to cater to particular road types/climate conditions/opposition vehicles etc. I would love it if cars could break down during races part by part if you push them too far mod-wise, however, you'd be able to strategise and consider length of track and other variables so you'd be able to use force modding to your advantage.
